The Land of Lincoln Workforce Alliance (LLWA) is focused on creating collaborative responses between education and economic development to meet regional workforce challenges. Sangamon County, as the fiscal agent for Local Workforce Innovation Area 20 (LWIA 20), is seeking an Executive Director to oversee all aspects of the federally-funded Workforce Innovation Opportunity Act (WIOA) Title 1, Adult Dislocated Workers and Youth programs for the five county LWIA 20 area (Sangamon, Cass, Christian, Logan, and Menard counties in Central Illinois). The Executive Director shall also provide staff support to the Land of Lincoln Workforce Board (LLWB).
The Executive Director works under the leadership of the Workforce Board and in collaboration with the fiscal agent, Sangamon County, economic development organizations, business associations, and Chief Elected Officials (County Board Chairs/designees) of the five counties. The position reports to the Sangamon County Administrator and is governed by the Sangamon County employment policies. The Executive Director formulates workforce development strategies and goals to ensure successful WIOA operations and to further the development of an integrated workforce development system that meets the current and future workforce needs of employers, job seekers, and the labor force. The goal is to further strengthen the LWIA 20 region’s economy.
Education and/or Experience:
Bachelor’s Degree in business field, economic development or a related field.
Five years progressively responsible experience in planning, economic and/or workforce development, business or related field or equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Project management and supervisory experience that may include budgeting, managing expenditures and contracts, teambuilding, goal setting, monitoring compliance, reporting, grant writing, etc.
Extensive knowledge of contemporary economic development and workforce concepts, principles and skills developed by both educational training and work experience.
Grant management and/or writing experience required
Significant experience administering public agency programs and projects.
Creativity and problem-solving ability.
Ability to develop positive relationships with a variety of community, business, government, and civic organizations, citizens and staff.
Outstanding interpersonal, oral and writing skills.
Experience working with the media and public interest groups.
